General Secretary Xi Jinping pointed out: "The purpose of the Party and government taking the lead in tightening their belts is to enable the people to live a better life. This is determined by the Party's purpose and nature. No matter what level our country develops to, no matter how much people's lives improve, the ideology of hard work and thrift can never be abandoned." Recently, as the in-depth study and implementation of the Central Eight-Point Regulation continues to deepen, the Party Central Committee has revised the "Regulations on Practicing Thrift and Opposing Waste in Party and Government Organs," further tightening the institutional bolts for Party and government organs to take the lead in tightening their belts. All regions and departments should, from the political height of the relationship between style construction, the people's sentiments, and the success or failure of the Party and state's cause, earnestly implement the learning, publicity, and implementation of the newly revised "Regulations," and resolutely curb and eradicate the malpractice and misconduct of extravagance and waste through the rigid constraints of the system.

We must continuously strengthen the institutional dams against waste. In 2013, in order to promote the in-depth implementation of the Central Eight-Point Regulation, the Party Central Committee formulated and issued the "Regulations," and gradually formed an anti-waste system with the "Regulations" as the main body and various supporting regulations jointly constituted, effectively curbing prominent problems such as "corruption on wheels," "waste on the tip of the tongue," and "improper practices in clubs." At the same time, we must clearly see that although the Party Central Committee has repeatedly issued orders, some Party and government organs still occasionally engage in extravagance and waste, and some Party members and cadres still repeatedly violate disciplines and engage in "four winds" problems in disguised or mutated forms. This revision of the "Regulations" combines goal orientation and problem orientation, keeps pace with the times, improves regulations on fund management, domestic travel, temporary official trips abroad, official receptions, official vehicles, meetings, office buildings, and resource conservation, strengthens the implementation of the responsibility for practicing thrift and opposing extravagance and waste, and further strengthens the institutional dams against waste through targeted patching and upgrading.

We must strictly implement the requirements of taking the lead in tightening our belts. The newly revised "Regulations" put forward higher standards and stricter requirements for strengthening the management of the use of funds by Party and government organs, improving government procurement supervision methods, optimizing the direction and structure of government investment, and strictly managing domestic travel, temporary official trips abroad, official receptions, official vehicles, meetings, and office buildings of Party and government organs, and strengthening the saving and intensive use of resources. Party and government organs at all levels should strictly implement the various systems for tightening their belts, diligently manage all undertakings, be strict and simple, carefully plan and calculate, strengthen constraints, and strictly control expenditures, so that limited fiscal funds can be used effectively, freeing up more funds for development needs and people's expectations.

We must earnestly establish and practice the correct concept of performance. The newly revised "Regulations" emphasizes that leading organs and cadres at all levels must establish a correct concept of performance and prohibit engaging in "image projects" and "performance projects" that waste manpower and resources. Decision-making errors are the biggest waste. Leading organs and cadres at all levels should firmly establish a correct concept of performance, comprehensively and accurately implement the new development concept, and formulate development plans, introduce policies and measures, and make major decisions must avoid extravagance and waste, and use limited fiscal resources to promote reform, development, and practical work, ensuring that the Party Central Committee's decisions and deployments on high-quality development are truly implemented and effective. We must resolutely rectify various forms of "performance impulse syndrome," and those leading cadres whose concept of performance is misplaced, and whose major decision-making errors, especially those who engage in "image projects" and "performance projects," resulting in serious waste, must be held accountable.

We must severely curb the unhealthy trends of extravagance and waste. The newly revised "Regulations" further clarifies disciplinary requirements and makes the system sharper and more effective in strengthening the rectification of the "four winds," especially in deepening the rectification of extravagance and waste. Combining the in-depth implementation of the Central Eight-Point Regulation, we should strictly implement the regulations on saving in government procurement, official activities, official vehicles, meetings, and office buildings, prohibit the purchase of luxury goods and equipment beyond standards, prohibit official receptions beyond standards, prohibit the construction or luxurious decoration of reception venues and office buildings beyond standards, prohibit adding high-end configurations or luxurious interiors to official vehicles, resolutely prevent mutual comparison, grand celebrations, and extravagance and waste in festivals, exhibitions, forums, sports meetings, and competitions, and resolutely prevent and correct "face projects" in public services.

We must solidly advance the construction of energy-saving organs. The newly revised "Regulations" further puts forward requirements for Party and government organs at all levels to deepen the construction of energy-saving organs. Leading organs and cadres at all levels should take the lead and set an example, and central and state organs should take the lead in practicing thrift and opposing extravagance and waste. We should promote Party and government organs and their staff at all levels to deeply understand the spirit of the "Regulations," establish the concept of saving and the awareness of frugality, save and intensively use funds and resources, take the lead in carrying out food saving actions, and resolutely eliminate all kinds of waste of funds and resources. We should establish and improve the supervision and inspection mechanism against waste, increase supervision efforts, strengthen the implementation of responsibilities, continuously and deeply promote the construction of energy-saving organs, lead social and folk customs with good Party and government styles, and further create a strong atmosphere in the whole society where waste is shameful and saving is glorious.
