Written Remarks Upon Arrival at Noi Bai International Airport in Hanoi, Vietnam

At the invitation of Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, and Comrade Luong Cuong, President of the Socialist Republic of Vietnam, I am delighted to begin my fourth state visit to Vietnam. Upon my arrival in Hanoi, on behalf of the Communist Party of China, the Chinese government, and the Chinese people, I extend sincere greetings and best wishes to the fraternal Communist Party of Vietnam, the Vietnamese government, and the Vietnamese people.

This year marks the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of Vietnam's National Day, and the 50th anniversary of the liberation of the South. The Communist Party of Vietnam has united and led the Vietnamese people in striving towards the "two centennial" goals of Party building and nation building, continuously improving people's living standards, enhancing international and regional influence, and achieving remarkable progress in socialist industrialization and modernization. The Chinese side is very pleased with this. We believe that under the strong leadership of the Central Committee of the Communist Party of Vietnam, with Comrade To Lam at its core, Vietnam will surely forge ahead on the socialist path suited to its national conditions, successfully complete the tasks set forth by the 13th National Congress of the CPV, usher in the victorious 14th National Congress of the CPV, and continuously open up new prospects for the Party and national undertakings.

China and Vietnam are socialist neighbors connected by mountains and rivers, and a community with a shared future of strategic significance. During the arduous years of striving for national independence and liberation, both sides fought side by side and supported each other, forging a profound friendship characterized by "deep Vietnam-China camaraderie, comrades plus brothers." In exploring socialist paths suited to their respective national conditions, both sides learned from each other, advanced hand in hand, and demonstrated to the world the bright prospects of the socialist system. During my state visit to Vietnam in 2023, both sides announced the building of a China-Vietnam community with a shared future of strategic significance, guiding the relations between the two Parties and two countries into a new stage.

This year marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam and the "China-Vietnam People-to-People Exchange Year," ushering in new development opportunities for the building of a China-Vietnam community with a shared future. Standing at a new starting point, China is willing to work with Vietnam to stay true to their original friendly aspirations, bear in mind their shared mission, seize opportunities of the times, and carry out cooperation at higher levels, broader scopes, and deeper dimensions, so as to better benefit the peoples of both countries and further contribute to the region and the world. I look forward to taking this visit as an opportunity to have in-depth exchanges of views with Vietnamese comrades on overall, strategic, and directional issues concerning the relations between the two Parties and two countries, as well as international and regional issues of common concern, and jointly draw up a new blueprint for building a China-Vietnam community with a shared future.

May the traditional friendship between China and Vietnam be passed down from generation to generation, and may the building of a China-Vietnam community with a shared future of strategic significance achieve new and greater progress!
