The Central Conference on Work Relating to Foreign Affairs with Neighboring Countries was held in Beijing from April 8 to 9. Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, attended the conference and delivered an important speech. Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi, members of the Standing Committee of the Political Bureau of the CPC Central Committee, and Han Zheng, Vice President of the People's Republic of China, attended the conference.
In his important speech, Xi Jinping systematically summarized the achievements and experiences of China's work with neighboring countries since the new era, scientifically analyzed the situation, clarified the goals, tasks, and approaches for future work with neighboring countries, and emphasized the need to focus on building a community with a shared future for neighboring countries and strive to create a new situation in this work. Li Qiang stressed while presiding over the conference that it is essential to earnestly implement the spirit of General Secretary Xi Jinping's important speech and solidly promote the implementation of all tasks related to work with neighboring countries.
The conference pointed out that with its vast territory and long borders, China's neighboring regions are an important foundation for achieving development and prosperity, a key focus for safeguarding national security, a priority in overall diplomatic planning, and crucial for promoting the building of a community with a shared future for mankind. It is necessary to view neighboring regions from a global perspective and enhance the sense of responsibility and mission for successful work with them.
The conference noted that since the 18th National Congress of the CPC, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, we have put forward the diplomatic concept of "amity, sincerity, mutual benefit, and inclusiveness" towards neighboring countries, advocated for building a community with a shared future for neighboring countries, and, guided by head-of-state diplomacy, deepened all-round cooperation, strengthened exchanges in various fields, and jointly maintained peace and stability with neighboring countries, forming a pragmatic and efficient framework for work with neighboring countries, which has led to historic achievements and transformations. The experiences gained through practical exploration should be upheld and applied effectively.
The conference pointed out that currently, China's relations with its neighbors are in the best period since modern times, while also entering a crucial stage where the regional landscape and global changes are deeply interconnected. It is essential to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, closely focus on the central tasks of the Party and the state, coordinate the two major contexts of domestic and international affairs and the two major issues of development and security, hold high the banner of building a community with a shared future for mankind, take the building of a peaceful, tranquil, prosperous, beautiful, and friendly "five homes" as a common vision, uphold the principles of good neighborliness, security, prosperity, amity, sincerity, mutual benefit, inclusiveness, and shared destiny, abide by the Asian values of peace, cooperation, openness, and inclusiveness as fundamental principles, use high-quality Belt and Road cooperation as the main platform, and take the Asian security model of sharing weal and woe, seeking common ground while reserving differences, and dialogue and consultation as strategic support, to work hand in hand with neighboring countries to create a better future.
The conference emphasized that to build a community with a shared future for neighboring countries, it is necessary to consolidate strategic mutual trust with neighboring countries, support regional countries in pursuing their own development paths steadily, and properly manage contradictions and differences; deepen development integration, build a high-level connectivity network, and strengthen cooperation in industrial and supply chains; jointly maintain regional stability, carry out security and law enforcement cooperation, and respond to various risks and challenges; and expand exchanges and interactions, facilitating personnel movement.
The conference pointed out that to do a good job in work with neighboring countries, it is necessary to strengthen the centralized and unified leadership of the CPC Central Committee and enhance coordination among all parties. Deepen institutional reform, and improve the system of foreign-related laws and regulations. Strengthen capacity and team building, and promote theoretical and practical innovation in work with neighboring countries. Wang Yi delivered a concluding speech. Relevant leading comrades of the Party and the state, and responsible comrades from relevant departments attended the conference.
