Recently, the General Office of the Central Committee of the Communist Party of China issued the "Circular on Launching a Study and Education Campaign on Thoroughly Implementing the Spirit of the Central Eight-point Regulation Across the Party" (hereinafter referred to as "the Circular").
The Circular pointed out that to implement the deployments of the Third Plenary Session of the 20th Central Committee of the Party, consolidate and expand the achievements of the thematic education campaign on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, consolidate and deepen the achievements of the Party discipline study and education campaign, unremittingly implement the spirit of the Central Eight-point Regulation, and promote the normalization and long-term effectiveness of work style building, with the approval of the Party Central Committee, a study and education campaign on thoroughly implementing the spirit of the Central Eight-point Regulation (hereinafter referred to as "the study and education campaign") is being launched across the Party. The study and education campaign will start after the 2025 National People's Congress and Chinese People's Political Consultative Conference (NPC and CPPCC) sessions and is expected to largely conclude by the end of July.
The Circular specified that it is necessary to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, continuously deepen the Party's innovative theoretical armament, organize the entire Party to conscientiously study and grasp General Secretary Xi Jinping's important expositions on strengthening the Party's work style, study, grasp, and implement the spirit of the Central Eight-point Regulation and its detailed rules for implementation, systematically summarize the remarkable achievements made in thoroughly implementing the spirit of the Central Eight-point Regulation since the 18th National Congress of the Party, intensively rectify prominent issues that violate the spirit of the Central Eight-point Regulation and its detailed rules for implementation, strengthen warning education by using cases of issues evolving from undesirable work styles to corruption, guide Party members and cadres to temper their Party spirit and raise their ideological awareness, strengthen the close ties between the Party and the masses, and between cadres and the masses, promote the Party's advanced nature and purity, and continuously win the trust and support of the people with new achievements in work style building, and provide strong guarantees for further comprehensively deepening reform and promoting Chinese modernization.
The Circular emphasized the importance of focusing on the theme, being concise and pragmatic, without dividing into batches or stages, promoting study, investigation, and rectification as an integrated whole, integrating it into daily routines, and managing it regularly. For study and discussion, it is necessary to organize the study of General Secretary Xi Jinping's important expositions on strengthening the Party's work style and the spirit of the Central Eight-point Regulation and its detailed rules for implementation, summarize the achievements and experiences of thoroughly implementing the spirit of the Central Eight-point Regulation, raise understanding, strengthen confidence, and unswervingly ensure implementation. For identifying problems, it is necessary to identify them by benchmarking against standards, fully utilizing various channels such as disciplinary inspection and supervision, inspection tours, audit supervision, financial and accounting supervision, supervision and inspection, investigations and research, and public complaints and appeals, to comprehensively and deeply identify problems in implementing the spirit of the Central Eight-point Regulation and its detailed rules for implementation. For intensive rectification, it is necessary to address whatever problems exist, prioritize rectification of prominent problems, rectify immediately upon discovery, and correct promptly upon awareness. For open education, it is necessary to focus on public participation, accept public supervision, and leading cadres at all levels should take the lead in practicing the Party's mass line in the new era, organize Party members and cadres to act based on their positions, demonstrate responsibility and serve the masses in promoting high-quality development, strengthening grassroots governance, and accomplishing urgent, difficult, and heavy tasks, making the results tangible and accessible to the public.
The Circular required that Party committees (leading Party groups) at all levels shall bear overall responsibility for the study and education campaign in their respective regions, departments, and units; the principal leading comrades of Party committees (leading Party groups) shall assume the primary responsibility; closely integrate with central tasks; meticulously organize and implement; strengthen categorized guidance; do a good job in publicity and guidance; and resolutely oppose formalism.
