The Third Session of the Fourteenth National People's Congress (NPC) concluded on the afternoon of March 11 in Beijing's Great Hall of the People, having successfully completed its agenda. The session approved the Government Work Report, the NPC Standing Committee's work report, and other reports. The session passed a decision on amending the Law of the People's Republic of China on Deputies to the National People's Congress and Local People's Congresses at Various Levels; President Xi Jinping signed Presidential Order No. 45 to promulgate it.

Entrusted by the Presidium of the Session, the closing meeting was presided over by Li Hongzhong, Executive Chairman and member of the Standing Committee of the Presidium. Wang Dongming, Xiao Jie, Zheng Jianbang, Ding Zhongli, Hao Mingjin, Cai Dafeng, He Wei, Wu Weihua, Tie Ning, Peng Qinghua, Zhang Qingwei, Losang Jiangcun, Xiekelati Zakir, and Liu Qi, Executive Chairmen and members of the Standing Committee of the Presidium, were seated at the Executive Chairman's seats on the rostrum.

Xi Jinping, Li Qiang, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi, Han Zheng, and members of the Presidium were seated on the rostrum.

The meeting had 2929 deputies in attendance; 2884 were present, 45 absent. The number of attendees met the legal requirement.

At 3:00 pm, Li Hongzhong announced the commencement of the meeting.

The meeting, through a vote, passed the Resolution of the Third Session of the Fourteenth NPC on the Government Work Report. The resolution fully affirmed the work of the State Council over the past year, agreed with the overall requirements, policy orientations, and tasks for economic and social development in 2025 proposed in the report, and decided to approve the report.

The meeting, through a vote, passed the Decision on Amending the Law of the People's Republic of China on Deputies to the National People's Congress and Local People's Congresses at Various Levels. The decision will come into effect on March 12, 2025. The Law of the People's Republic of China on Deputies to the National People's Congress and Local People's Congresses at Various Levels will be amended accordingly and re-promulgated in accordance with the decision.

The meeting voted to pass the Resolution of the Third Session of the Fourteenth NPC on the Implementation of the 2024 National Economic and Social Development Plan and the 2025 National Economic and Social Development Plan, deciding to approve the report on the implementation of the 2024 National Economic and Social Development Plan and the draft 2025 National Economic and Social Development Plan, and approving the 2025 National Economic and Social Development Plan; it also voted to pass the Resolution of the Third Session of the Fourteenth NPC on the Implementation of the 2024 Central and Local Budgets and the 2025 Central and Local Budgets, deciding to approve the report on the implementation of the 2024 Central and Local Budgets and the draft 2025 Central and Local Budgets, and approving the 2025 Central Budget.

The meeting voted to pass the Resolution of the Third Session of the Fourteenth NPC on the Work Report of the NPC Standing Committee. The resolution fully affirmed the work of the NPC Standing Committee over the past year, agreed with the tasks proposed for the coming year, and decided to approve the report.

The meeting, through a vote, passed the Resolution of the Third Session of the Fourteenth NPC on the Work Report of the Supreme People's Court and the Resolution on the Work Report of the Supreme People's Procuratorate, and decided to approve both reports.

Following this, Li Hongzhong delivered a speech. He stated that the Third Session of the Fourteenth NPC had successfully completed its agenda. The session fully developed democracy, strictly followed the law, clarified goals and tasks, and conveyed confidence and strength. It was a session of unity, hard work, and concerted efforts. This year marks the final year of the 14th Five-Year Plan, and the tasks of reform, development, and stability are arduous. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th CPC Central Committee, uphold the general principle of pursuing progress while maintaining stability, earnestly implement the requirements of this session, strengthen confidence, work diligently, and steadily carry out various tasks, achieving high-quality completion of the goals of the 14th Five-Year Plan and laying a solid foundation for a good start to the 15th Five-Year Plan. We must adhere to the people-centered development philosophy, respect the pioneering spirit of the people, practice whole-process people's democracy, gather the wisdom and strength of the broad masses of the people, uphold the principle of doing everything for the people and relying on the people, and continuously meet the people's aspirations for a better life. We must set our sights on the grand blueprint of building a strong nation and achieving national rejuvenation, unswervingly follow the path of socialism with Chinese characteristics, concentrate on our own affairs, and turn the established action plan, strategic decisions, and work deployments into reality step by step. Let us unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, work together with one heart and one mind, seek truth and be pragmatic, forge ahead, and strive tirelessly for the great cause of building a strong nation and achieving national rejuvenation through Chinese-style modernization.

At 3:30 pm, Li Hongzhong announced: The Third Session of the Fourteenth National People's Congress of the People's Republic of China is closed. The session concluded with the playing of the national anthem.
