Xi Jinping presided over the sixth meeting of the Central Committee for Comprehensively Deepening Reforms

Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China, Chairman of the Central Military Commission, and Director of the Central Leading Group for Comprehensively Deepening Reforms, presided over the sixth meeting of the Central Leading Group for Comprehensively Deepening Reforms on the morning of August 29 and delivered an important speech. He emphasized that further comprehensively deepening reforms are based on the comprehensively deepened reforms since the new era, and have a solid foundation and favorable conditions. We should make good use of the existing reform achievements and important experiences, emancipate our minds, seek truth from facts, keep pace with the times, and be pragmatic and realistic, fully mobilize the enthusiasm of all parties, and make every effort to organize and implement reform tasks.

The meeting reviewed and adopted the "Work Plan for the Implementation of Important Reform Measures of the Third Plenary Session of the 20th CPC Central Committee by Relevant Departments of the Central and State Organs" and the "Opinions on Implementing the Strategy for Upgrading Pilot Free Trade Zones" and other documents.
The meeting stressed that the Third Plenary Session of the 20th CPC Central Committee made a comprehensive deployment for further comprehensively deepening reforms, and identified more than 300 major reform measures. We must uphold the Party Central Committee's centralized and unified leadership over reform and strictly implement the system of reporting and seeking instructions. We must accurately grasp the strategic priorities and priorities of reform, and reasonably arrange the order, pace, and timing of reform measures. We must integrate reform more closely with economic and social development, and promote the accelerated implementation of landmark reform measures. We must strengthen the systematic integration of reforms, enhance the consistency of reform policy orientation, proactively assess the impact on economic and social development, and form a synergy between reform and development.
The meeting pointed out that it is necessary to optimize the mechanism for promoting and implementing reforms and strengthen the coordination of major issues. All leading units and participating units should dare to take responsibility, work hard, strengthen research and demonstration of major reforms, and formulate reform implementation plans. It is necessary to strengthen reform supervision, evaluation and effectiveness assessment, inspection and supervision, and to test reforms with actual results and the satisfaction of the people.
The meeting stressed that since the 18th National Congress of the CPC, the 22 pilot free trade zones established by the Party Central Committee have launched a large number of landmark and leading institutional innovation achievements, effectively playing the role of a comprehensive experimental platform for reform and opening up. Implementing the deployment of the Third Plenary Session of the 20th CPC Central Committee and implementing the strategy for upgrading pilot free trade zones aims to conduct exploration in a wider range and at a deeper level, achieving a comprehensive improvement in the level of institutional openness, systematic reform effectiveness, and the quality of open economy in pilot free trade zones. We must adhere to high-level opening up as the guide, institutional innovation as the core, encourage pioneering and testing, conduct pioneering and integrated exploration, promote innovation and development of the entire industrial chain, enhance the comprehensive competitiveness of foreign trade, promote the liberalization and facilitation of investment, and promote a more perfect policy system focusing on the free and convenient flow of trade, investment, capital, transportation, personnel, and orderly flow of data security. We must coordinate development and security, steadily expand institutional opening up in terms of rules, regulations, management, and standards, and enhance risk prevention and control capabilities.
